家庭教育权利和隐私法案（FERPA）和明尼苏达州政府数据实践法案（MGDPA）明尼苏达州法规（第13章）是联邦和州法律，规定了学生教育记录的披露和隐私。 根据这些和其他适用的法律，安诺卡技术学院（ATC）采取了以下政策：

· 目录信息 is information not generally considered harmful or an invasion of privacy if disclosed to the public.

· 有限目录信息 is information not generally considered to be harmful or an invasion of privacy if disclosed to third parties with a legitimate request.
· 个人身份资料（PII） is data which includes a student’s name or other direct personal identifiers such as the student’s Social Security Number, student number, or biometric identifiers such as fingerprints, DNA, handwriting, or facial characteristics. FERPA和MGDPA规定的学生权利

发布资料同意书：
除非经FERPA和MGDPA或其他适用法律授权，未经学生向任何第三方书面同意，Anoka Technical College将不允许访问或发布学生教育记录中包含的个人身份信息。 学生可以通过填写学院网站上提供的信息发布同意书来表示同意。
未经同意发布信息：

· To appropriate school officials with a legitimate educational interest.
· To specified officials for audit, accrediting or evaluation purposes.
· To appropriate parties in connection with providing financial aid to a student.
· To appropriate officials in cases of health and safety emergencies.
· To state and local authorities, within a juvenile justice system, pursuant to specific state law.
· To comply with a judicial order or lawfully issued subpoena.

· To officials of another school in which a student seeks or intends to enroll, or where the student is already enrolled

o College-issued email address and Student Change Code (New/Rtn/Drop) may be disclosed to LeadMN for the purpose of allowing the association to communicate with its members.
o College-issued email address and mailing address may be disclosed to our national honor society, Phi Theta Kappa (PTK) for the purpose of allowing the organization to communicate with potential members.
o For graduates planning to attend the ATC 毕业 Ceremony, college-issued email may be disclosed to the graduation photographer for the purpose of providing photo proofs and order information.
o Mailing address may be disclosed to county auditors for the purposes of facilitating voter registration.
